Mumbai, May 16, 2025 – Maharashtra is set to revive its seaplane tourism project a decade after its initial launch, aiming to enhance regional connectivity and boost tourism. The Maharashtra Tourism Development Corporation (MTDC) has announced plans to restart seaplane services, linking major cities like Mumbai and Pune with picturesque yet hard-to-reach locations such as Ganpatipule (Ratnagiri), Koyna Dam (Satara), Ujani Dam (Solapur), and Mandwa (Alibaug).

Faster Travel, Unique Experiences

The initiative seeks to cut travel time to these scenic spots while offering tourists a one-of-a-kind flying experience. By leveraging seaplanes, the state also hopes to promote its rich cultural heritage and natural beauty.

A Second Attempt with Better Planning

Maharashtra first introduced seaplane tourism in February 2014 with a nine-seater aircraft operating between Mumbai and Pavana Dam near Lonavala. However, the project was shelved due to regulatory delays and legal troubles involving the Sahara Group, its then-partner. Another proposed route from Juhu to Girgaum Chowpatty was also abandoned due to the lack of necessary approvals.

This time, officials assure a more practical approach. “We are selecting viable routes, utilizing existing infrastructure like helipads and certified waterbodies, and working closely with aviation authorities for smoother operations,” a senior MTDC official told The Indian Express.

New Plan: Larger Fleet, Wider Reach

Under the renewed project, seaplanes with 9 to 19 seats—capable of landing on both water and land—will be deployed. The MTDC has already invited bids from experienced aviation firms to operate these services.

The goal is not only to provide faster access to tourist hotspots but also to boost local economies and encourage regional tourism. Maharashtra’s diverse landscape—featuring beaches, mountains, and UNESCO heritage sites—makes it an ideal candidate for seaplane tourism. Authorities also plan to offer exclusive aerial tours showcasing the state’s scenic and cultural highlights.

Key to Success: Affordability & Awareness

Tourism experts suggest that the project’s success hinges on competitive pricing, reliable service, and increased awareness among travelers. “Seaplanes work best when integrated with other travel options and marketed as part of holiday packages,” an analyst noted.

If approvals come through as expected, some routes could commence within months, positioning Maharashtra as one of India’s first states with a functional multi-route seaplane network.
