The School Education Department issued a circular on October 16, outlining the campaign and calling for the active participation of school management committees, teachers, students, parents, alumni, villagers and the local community.

The campaign aims to make school premises clean, beautiful, safe and welcoming while promoting cleanliness, environmental conservation, dignity of labour, social responsibility and discipline among students. It will also support efforts under the Samagra Shiksha scheme to improve basic facilities and create a conducive educational environment.

The campaign will be conducted in two phases. From October 18 to 24, schools will focus on planning and preparation. This will include holding special meetings of school management committees, assessing the condition of classrooms, laboratories, libraries, computer rooms, toilets, drinking water facilities and playgrounds, and preparing action plans for cleaning, minor repairs and beautification.

The second phase, from October 25 to 31, will focus on implementation. Schools will undertake deep cleaning of classrooms, offices, laboratories, libraries, computer rooms, toilets, drinking water tanks and other facilities. Cleaning the school grounds, removing waste, arranging waste segregation and addressing mosquito-related and other health risks will also be part of the work.

Schools will also inspect electrical connections, water supply systems, furniture, doors, windows and other facilities for necessary minor repairs. Dangerous electrical connections, damaged furniture and other unsafe areas affecting student safety must be addressed promptly. Unusable materials and scrap will be classified and disposed of according to the prescribed procedure.

The campaign will follow the principle of ‘My School, My Responsibility’, with participation from local elected representatives, voluntary organisations and CSR or local social institutions wherever available.

Headmasters will be responsible for implementing the campaign at the school level. The circular also directs schools to preserve photographs of the premises before and after the campaign to document the work undertaken.

The government has clarified that no separate additional funds will be provided for the campaign. Eligible expenses for deep cleaning, minor repairs and maintenance can be met from the Composite School Grant available under the Samagra Shiksha scheme, subject to the grant’s existing rules. Schools must not collect any compulsory financial contribution from students for the campaign.
