High-Level Committee Sets Tight Deadlines for HCMTR and Inner Ring Road Projects in Pune

Pune's HCMTR and Inner Ring Road projects fast-tracked

Pune, July 18, 2026: The newly formed Executive Committee has moved to drastically accelerate the implementation of both the High Capacity Mass Transit Route (HCMTR) and the PMRDA Inner Ring Road projects.

The committee’s inaugural meeting was held under the chairmanship of Pune Municipal Corporation (PMC) Commissioner Shri. Naval Kishor Ram. Signaling a shift toward rapid execution, Pune District Collector Shri. Jitendra Dudi issued a strict directive to all concerned government departments, ordering them to submit their respective land acquisition proposals within the next 20 days.

Administrative Hurdles Cleared for HCMTR

The administrative urgency is backed by a major structural advantage: 85% of the total land required for the ambitious HCMTR corridor is already under government ownership. Specifically, the Maharashtra Government owns nearly 60% of the required land, while existing roads account for another 25%. This leaves only 15% of the alignment to be acquired from private owners, significantly minimizing the legal friction and delays typically associated with large-scale land acquisition.

To further navigate urban density, the HCMTR project will be constructed as a fully elevated, 6-lane circular corridor built on a single-pillar system, ensuring a minimal ground footprint.

Key Technical Specifications of the Elevated Corridor:

  • Total Length: 35.96 km, fully elevated.
  • Width: 24-meter Right of Way (RoW).
  • Alignment: The circular loop will begin at Bopodi junction, encircle the city, and conclude at Vishrantwadi junction, passing over 34 major intersections.
  • Connectivity: The route will feature up and down ramps at 17 strategic locations.
  • Design Speed: 50 kmph on the main carriageway and 25 kmph on the ramps.
  • Land Composition: 17.8 km of existing roads; 5.28 km of nalas, canals, and river crossings; 5.34 km of forest, open, greenfield, and railway land; and 7.54 km of built-up areas, slums, and vacant land.

Unified Action on the Inner Ring Road

Alongside the elevated corridor, the committee held detailed discussions regarding proposed changes to the PMRDA Inner Ring Road project, focusing on finalizing the alignment and determining the optimal width for service roads.

To prevent inter-departmental delays, a key decision was made to establish a Special Coordination Cell within the Pune Municipal Corporation. This dedicated cell will ensure that all relevant departments work in sync to eliminate bureaucratic bottlenecks.

The high-level meeting was attended by key regional leadership, including Municipal Corporation House Leader Shri. Ganesh Bidkar, District Collector Shri. Jitendra Dudi, the Police Commissioner of Pimpri-Chinchwad, PMC Additional Municipal Commissioner (General) Pavneet Kaur, and Additional Commissioner (Works) Shri. Omprakash Divte, along with Chief Engineers from the PMC, PCMC, PMRDA, and the Regional Transport Officer.
