CBSE Mandates High-Resolution CCTV Cameras in Schools for Enhanced Student Safety
New Delhi, July 22, 2025 – In a significant move to bolster student safety, the Central Board of Secondary Education (CBSE) has amended its Affiliation Bye-Laws, making it mandatory for all affiliated schools to install high-resolution CCTV cameras with audio-visual recording capabilities across their premises. The new directive aims to create a secure and vigilant environment for students, addressing concerns related to bullying, unauthorized entry, and other safety threats.
Key Highlights of the CBSE CCTV Mandate
1. Comprehensive CCTV Coverage
As per the new clause (4.7.10) under Chapter 4 (Physical Infrastructure) of the Affiliation Bye-Laws-2018, schools must install CCTV cameras in the following areas:
- Entry and exit points
- Lobbies, corridors, and staircases
- All classrooms, labs, and libraries
- Canteen area and store rooms
- Playground and other common areas
Toilets and washrooms are exempted from this mandate to ensure student privacy.
2. Real-Time Audio-Visual Recording & Storage Requirements
The CCTV cameras must:
- Be high-resolution with audio-visual recording capabilities.
- Have a storage capacity of at least 15 days of footage.
- Maintain a backup of recordings for a minimum of 15 days, accessible to authorities if required.
3. Emphasis on Emotional and Physical Safety
The CBSE notification highlights the importance of emotional safety, acknowledging that bullying and psychosocial issues can severely impact students’ mental well-being. The manual by the National Commission for Protection of Child Rights (NCPCR) states that school safety encompasses protection from:
- Abuse, violence, and bullying
- Natural and man-made disasters
- Fire hazards and transportation risks
4. Legal and Constitutional Framework
The amendment aligns with the fundamental rights of children under the Indian Constitution, ensuring their right to dignity, education, and a safe learning environment. Schools are urged to comply strictly with the new guidelines to foster a protective ecosystem.
