21 lakh vehicles in Pune haven’t yet applied for HSRP: Non-compliant users to lose RTO services, declares transport department

In a major crackdown, the Regional Transport Office (RTO) in Pune will deny key services to vehicles without High-Security Registration Plates (HSRP), affecting nearly 21 lakh vehicles across the district. The transport department has announced that only basic renewals will be allowed for non-compliant vehicles, while other RTO services will be blocked.

Out of 26 lakh registered vehicles in Pune, only 5 lakh have applied for HSRP, with just 2.5 lakh installations completed so far. This slow response has forced authorities to impose strict restrictions to push vehicle owners toward compliance.

Confusion Over HSRP Registration Process

Many vehicle owners remain unaware of how to register for HSRP, leading to widespread confusion. Outside Pune, the statewide response has been similarly poor, prompting the Transport Commissioner to instruct all RTOs to restrict services for non-compliant vehicles.

A unique challenge has emerged in cases where vehicles registered in cities like Mumbai are frequently used in rural areas, complicating the installation process. Despite this, officials have clarified that basic services like fitness certificate renewals and license-related tasks will continue, even for vehicles without HSRP.

Deadline Extended, But Slots Filling Fast

Although the HSRP installation deadline has been extended to 30 June, the surge in registrations has pushed appointment slots as far as August. However, officials assure that vehicle owners who have already booked their slots will not face delays in RTO services.

Key Restrictions for Non-Compliant Vehicles:

  • No vehicle transfer or address change in RC
  • No finance hypothecation/removal or duplicate RC issuance
  • No NOC or modification approvals

However, vehicles with a valid HSRP registration receipt will not face service delays—RTO staff have been instructed to verify receipts and proceed accordingly.

Pune’s Deputy RTO, Swapnil Bhosale, urged vehicle owners to book appointments immediately, assuring that those with pending slots won’t be denied services.
