Railways Unveils Major Ticketing Reforms: New Rules for Cancelations, Refunds and Boarding Point Changes

PUNE – In a move to crack down on ticket black-marketing and enhance passenger convenience, the Union Ministry of Railways has announced a series of sweeping reforms. Key highlights include the purge of nearly 3 crore fake IRCTC accounts and a complete overhaul of the ticket cancellation and boarding point protocols.

Tech Crackdown on “Ticket Bots”

Addressing the long-standing issue of the “Tatkal” system’s misuse, the Minister revealed that advanced technological interventions are now in place to detect bots and fraudulent software. By implementing Aadhaar-based OTP verification and restricting agents from immediate bookings when the Tatkal window opens, the Railways has successfully identified and deactivated millions of fraudulent profiles. This data-driven cleanup is expected to significantly increase ticket availability for genuine travelers.

New Cancellation Windows and Automatic Refunds

The Ministry has revised the traditional cancellation timelines to align with earlier reservation chart preparation. The previous 48, 12, and 4-hour windows have been shifted to 72, 24, and 8 hours before departure.

Reservation charts will now be prepared 9 to 18 hours before a train leaves its origin, rather than the standard 4-hour mark. This change aims to:

  • Reduce uncertainty for waitlisted passengers.
  • Allow travelers from remote locations better planning time.
  • Optimize the utilization of vacant berths.

In a major relief for commuters, the requirement for filing a Ticket Deposit Receipt (TDR) for e-tickets has been scrapped; refunds will now be processed automatically upon cancellation. Furthermore, counter tickets can now be cancelled at any railway station across India, removing the restriction of returning to the originating station.

Flexibility for Passengers

The reforms also introduce unprecedented flexibility for last-minute changes:

  • Boarding Point Changes: Passengers can now change their boarding station digitally up to 30 minutes before the train departs from its origin. If a passenger misses their train at the first station, they can now legally board at the next convenient stop without losing their confirmed seat.
  • Class Upgrades: Travelers can now upgrade their class of travel up to 30 minutes before departure, a significant shift from the previous “pre-charting only” rule.

“These reforms focus on transparency and removing incentives for speculative bookings,” the Union Minister stated, emphasizing that these measures come at no extra cost to the passenger.
