HSRP Number Plates: As the November 30 deadline draws near, Pune’s High Security Registration Plate (HSRP) compliance remains worryingly low. Despite five deadline extensions and repeated reminders, only 30% of vehicles registered with the Pune RTO have been fitted with HSRPs.

According to official data, just 7,25,678 out of 24,28,589 vehicles have completed the installation so far. The compliance rate has inched up only slightly from 28% in September, even though the initiative has been underway since December 2024.

Low Compliance and Missed Appointments

The Pune RTO revealed that around 9.14 lakh vehicle owners have booked appointments for installation. If these appointments are honored, another 1.88 lakh vehicles could soon be fitted with HSRPs. However, officials pointed out that many owners skip their scheduled appointments, causing delays and overcrowding at fitment centers.

Purpose of the HSRP Initiative

The HSRP program was launched to enhance vehicle traceability and reduce theft through tamper-resistant, laser-encoded number plates. All vehicles registered before April 1, 2019, are required to install HSRPs as part of a national safety mandate.

Initially, the compliance deadline was March 30, 2025, but it has since been extended multiple times — to April 30, June 30, August 15, and now November 30. Officials have stated that further extensions are unlikely. “Vehicle owners have had enough time to comply,” said an RTO officer. “It’s best not to assume there will be another extension.”

Penalties for Non-Compliance

If the deadline isn’t extended again, the transport department plans to strictly enforce compliance across Pune. Vehicle owners without HSRPs, or those who fail to book appointments in time, may face fines of up to ₹1,000. Those who have valid installation appointments, however, will not be penalized while awaiting fitting.

Rise of Fake HSRP Plates

Meanwhile, the city is witnessing an increase in counterfeit HSRP plates sold by small retailers. These fake plates lack the official laser-encoded security features, defeating the purpose of the initiative. The RTO has warned that action against such illegal sales will intensify after November 30.

Public Apathy and RTO’s Warning

Despite awareness campaigns, many motorists remain unconcerned. “I’ll get it done eventually,” said a Kondhwa resident. “If checks start, I might just buy one from a local vendor.” Officials fear that such attitudes could undermine enforcement efforts unless stricter measures are imposed.

The Pune RTO has urged all vehicle owners to complete their HSRP installation or at least schedule their appointment immediately to avoid last-minute chaos and penalties.
