UDAN 5.5 Scheme Expands: Seaplane Services to Launch from Dams in Pune, Nashik, Nagpur & Ratnagiri
Pune, 25th June 2025: In a significant push for regional air connectivity, the Ministry of Civil Aviation has introduced seaplanes and helicopters under the UDAN 5.5 scheme, with plans to operationalize 150 seaplane routes across India by December 2025. Maharashtra has emerged as a key beneficiary, with eight proposed water bodies identified for seaplane operations, including Pawana Dam near Pune.
Maharashtra’s Seaplane Hubs
The Maharashtra Airport Development Corporation (MADC) has submitted a proposal to the Airports Authority of India (AAI) and the Civil Aviation Ministry, recommending the following locations for seaplane services:
- Dhom Dam (Wai)
- Gangapur Dam (Nashik)
- Khindsi Dam (Nagpur)
- Koradi Dam (Mehkar)
- Pawana Dam (Pawananagar, Pune)
- Pench Dam (Parshivani, Nagpur)
- Ganpatipule (Ratnagiri)
- Ratnagiri
The first phase of this initiative will begin in Kerala, Andhra Pradesh, Andaman & Nicobar Islands, and Lakshadweep, with De Havilland Aircraft of Canada Limited supplying the seaplanes.
Affordable Travel with VGF Support
Private operators, including IndiGo and Pawan Hans, have shown interest in running these routes. Under the Viability Gap Funding (VGF) model, the government will subsidize fares, keeping ticket prices between ₹1,500 to ₹2,000 per passenger, making seaplane travel accessible to the common citizen.

Officials highlight that integrating seaplanes into UDAN 5.5 will:

An aviation department source stated, “Seaplane connectivity can revolutionize travel in Maharashtra, where many beautiful destinations are near large water bodies. With VGF support, this becomes a viable option for all.”
What is UDAN?
Launched in 2016, the Ude Desh ka Aam Nagrik (UDAN) scheme aims to make regional air travel affordable. The latest UDAN 5.5 expansion includes helicopters and seaplanes, marking a new milestone in India’s aviation infrastructure.
With government approvals and operator interest converging, Maharashtra is set to welcome seaplane services soon, unlocking new possibilities for tourism and regional connectivity.
