Pune: Relief for Vehicle Owners as Towing Fines Now Apply Only in Absence During ‘No Parking’ Violations

Pune, June 25, 2025: In a significant move to ease the burden on vehicle owners, Pune Police Commissioner Amitesh Kumar has issued new guidelines clarifying that towing fines will no longer be imposed if the owner is present during a ‘No Parking’ or ‘wrong parking’ violation. This decision comes after numerous complaints about aggressive behavior by private towing contractors.
New Guidelines for Parking Violations
Previously, vehicles parked improperly were towed away by private contractors, and fines—including towing charges—were levied regardless of the owner’s presence. However, following public grievances, the Police Commissionerate held a meeting with towing contractors and workers on Wednesday, leading to revised rules.
Key Changes:
- No Towing Fine if Owner is Present: Only a ‘No Parking’ fine will apply if the driver is at the spot during the violation.
- Even-Odd Parking Rule Awareness: Announcements must be made via loudspeaker before towing in case of even-odd parking violations, especially for rural visitors unaware of the system.
- Mandatory E-Challan Machines & Walkie-Talkies: Traffic constables must carry e-challan devices and communication tools for transparency.
