Pune: Over 70,000 Housing Societies Can Now Apply Online for Deemed Conveyance

Pune: In a significant move towards digitization, over 70,000 cooperative housing societies in Maharashtra can now apply for deemed conveyance online through the state cooperation department’s newly launched PRATYAY MahaBhumi portal. The system, inaugurated by Chief Minister Devendra Fadnavis, eliminates the need for physical visits to government offices, enabling societies to complete the entire process—from document submission to certification—digitally.
The portal, part of the state’s e-governance initiative, will handle all stages of deemed conveyance, including document uploads, scrutiny, hearing schedules, and final orders. The entire process must be completed within six months, with hearings conducted offline if necessary.
Shreeprasad Parab, expert director of the State Housing Federation, hailed the move, stating that virtual hearings are now a permanent solution for faster dispute resolution. State Cooperation Commissioner Deepak Taware emphasized that the paperless system ensures transparency and efficiency, while Deputy Registrar Kiran Sonawane called it a “game-changer” for housing societies.
Offline applications will no longer be accepted, and training sessions are underway for officials handling the new system. Currently, 78,116 of Maharashtra’s 1.25 lakh housing societies lack deemed conveyance, leaving them vulnerable to legal disputes and hindering redevelopment efforts.
The government has been urged to simplify documentation, as eight documents are currently required for application. The deemed conveyance provision, introduced in 2008, has seen slow adoption due to cumbersome procedures, leaving many societies legally dependent on builders or landowners.
