Pune News, June 27, 2025: The city is grappling with a significant lag in High-Security Registration Plate (HSRP) compliance, with only 3.5 lakh out of 25 lakh eligible vehicles fitted so far. In response, the transport department has extended the final deadline for installation to August 15, 2025, giving vehicle owners more time to adhere to the mandate.

HSRP Compliance Remains Low Despite Mandate

The Ministry of Road Transport and Highways made HSRP mandatory for all vehicles registered before April 1, 2019, to enhance security and reduce vehicle-related fraud. However, as of June 25, only 3,50,571 vehicles in the Pune region have installed these plates, leaving over 21 lakh vehicles non-compliant.

Challenges in Installation Process

Vehicle owners have raised concerns over delays in plate availability, technical glitches in the online appointment system, and insufficient fitment centres. A two-wheeler owner shared, “I booked an appointment online three times but faced technical issues each time. The limited fitment centres mean long waiting periods.”

A four-wheeler owner added, “The plates take weeks to arrive, yet police are quick to issue fines. The transport department must increase fitment capacity and resolve appointment issues.”

RTO’s Response and Extended Deadline

Swapnil Bhosale, Assistant Regional Transport Officer (ARTO), acknowledged the challenges and urged vehicle owners to complete the process. “The deadline has been extended to August 15. Those facing technical issues can approach the RTO help desk. HSRP is mandatory, and we encourage timely compliance,” he said.

Currently, 4,98,023 vehicles are in the queue for appointments, highlighting the urgent need for more fitment centres and smoother processing.
