PUNE: In a decisive move to ensure the safety of millions of commuters in Pune, Pimpri-Chinchwad, and surrounding rural areas, the Pune Mahanagar Parivahan Mahamandali Ltd (PMPML) has introduced a stringent new code of conduct for its drivers. This initiative follows a worrying surge in road accidents involving both PMPML-owned and private contractor buses.

The administration’s shift toward a “zero-tolerance” policy aims to restore public trust and repair the transport body’s image, which has been tarnished by recent incidents of negligent driving.

Strict Mandates for Drivers

PMPML Chairman and Managing Director, Pankaj Deore, has issued a clear warning: safety is non-negotiable. The new guidelines apply to all permanent staff as well as drivers employed by private contractors. Key measures include:

  • Speed Limits: Buses are strictly prohibited from exceeding a speed of 60 km/h.
  • Lane Discipline: Drivers must operate vehicles exclusively in the left-most lane to prevent traffic congestion and side-swipe accidents.
  • Zone-Specific Caution: Mandatory speed reduction is required at bus stands, vegetable markets, traffic signals, squares, and pedestrian crossings.
  • BRT & Service Roads: Enhanced caution is mandated at BRT “puncture” gaps and service roads near flyovers.

Accountability and Enforcement

To ensure these rules are followed, Depot Managers have been instructed to conduct weekly “Gate Meetings” for drivers across both shifts. These sessions will serve as mandatory counseling and briefing periods to reinforce safety protocols.

“The rate of accidents involving leased (contractor) buses has increased, and bringing discipline to these drivers is essential,” stated Pankaj Deore, CMD of PMPML. “If any driver is found operating a vehicle negligently, strict action will be taken against both the individual driver and the respective contractor.”

The administration has also highlighted concerns over technical breakdowns. Data from December shows a significant number of bus breakdowns (459 for PMPML-owned and 907 for leased buses), further emphasizing the need for better maintenance and operational discipline.
