NHRC Takes Suo Motu Cognizance of Gang Rape in Panipat Stationary Train, Seeks Report from Authorities
Panipat, Haryana, July 17, 2025 – The National Human Rights Commission (NHRC) has taken suo motu cognizance of a disturbing case involving the alleged gang rape of a woman inside an empty compartment of a stationary train in Panipat, Haryana. The incident, which occurred on June 24, 2025, has sparked nationwide outrage, prompting the NHRC to demand immediate action and accountability from concerned authorities.
Details of the Incident
According to media reports, the victim, who had been battling depression following the death of her three-year-old son a month prior, left her home after a quarrel with her husband on June 24, 2025. While sitting at Panipat Railway Station, a man approached her and took her to an empty bogie of a stationary train, where he allegedly raped her. Two more men later joined in the assault.
After the horrific crime, the perpetrators took her to Sonepat and threw her onto the railway tracks, where an oncoming train ran over her leg. She was discovered by police near Hindu College, Sonepat, on the night of June 26, 2025, and is currently undergoing medical treatment.
NHRC’s Intervention
The NHRC, upon reviewing the media reports, deemed the incident a grave violation of human rights and issued notices to:
- Chairman, Railway Board, Ministry of Railways
- Director General of Police (DGP), Haryana
The Commission has demanded a detailed report within two weeks, including:
- Current health status of the victim
- Compensation provided (if any) by authorities
- Steps taken to investigate the crime and apprehend the accused
As of now, no arrests have been made, and the investigation is ongoing.
Legal and Social Implications
This case highlights critical lapses in railway security, especially in stationary trains and unmanned compartments. The NHRC’s intervention underscores the need for stronger surveillance, prompt police response, and victim rehabilitation in cases of sexual violence.
Public and Government Response
The victim’s husband had filed a missing complaint on June 26, 2025, leading to her discovery. However, the delayed response raises concerns over police efficiency and railway safety protocols. Activists and women’s rights groups are demanding swift justice, enhanced security measures, and psychological support for the survivor.
This case serves as a grim reminder of the urgent need for systemic reforms to prevent such atrocities and ensure swift justice for survivors. The NHRC’s proactive stance is a crucial step toward accountability, but concrete actions from authorities remain imperative.
