Maharashtra Mandates QR-Coded IDs for all App-Based Doorstep Delivery Personnel to Boost Consumer Safety
In a landmark move to secure the doorsteps of millions of residents, the Maharashtra state government has announced a mandatory framework requiring all app-based delivery personnel and home-service providers to carry QR-coded identification.
The directive, issued by Labour Minister Adv. Aakash Fundkar following a high-level joint meeting of the Labour and Home Departments, is designed to eliminate the security risks associated with the rapidly expanding app-based economy. By standardizing how delivery staff are verified, the government aims to ensure that every “doorstep interaction” is safe, transparent, and legally accountable.

Empowering Consumers at the Doorstep
The centerpiece of this new policy is the QR-coded Identity Card. Under the new mandate, customers will no longer have to rely on blind trust when a delivery person arrives. Residents will have the right to scan a worker’s ID to instantly verify their credentials against government-cleared databases.
Key features of the safety mandate include:
- Mandatory Cyber Registration: All personnel must be registered with the State Cyber Department, ensuring a verified digital trail for every individual operating on these platforms.
- Verification of Identity Documents: A uniform set of rules will now govern the collection and audit of Aadhaar cards, PAN cards, driving licenses, and vehicle documents to prevent the use of fraudulent or “rented” profiles.
- ID Presentation on Demand: It will be compulsory for personnel to carry their QR-coded IDs and present them whenever requested by a customer.
Closing the Accountability Gap
Currently, many aggregator companies hire personnel through third-party institutions, which often creates a “responsibility gap.” If an issue arises, it is frequently unclear who holds the ultimate liability.
Minister Fundkar emphasized that this comprehensive plan, developed alongside Former MP Kirit Somaiya and senior officials including I.A. Kundan (Additional Chief Secretary, Labour) and Ravindra Shisve (Joint Secretary, State Intelligence), will bridge this gap. By establishing a clear legal framework, the state is ensuring that online platforms are held to the highest safety standards.
For the common public, this development transforms the convenience of app-based services into a verified and secure experience, providing much-needed peace of mind for families across the state.
