The Maharashtra government has approved the master plan for the ambitious Dharavi redevelopment project, marking a significant step toward transforming Asia’s largest slum cluster. The decision was finalized during a high-level review meeting chaired by Chief Minister Devendra Fadnavis on Wednesday (May 27, 2025).

Fadnavis emphasized that the redevelopment must be environmentally sustainable while retaining Dharavi’s unique character. “The focus should be on rehabilitating local artisans and small-scale businesses that form the backbone of Dharavi’s economy,” he stated. The project, a joint venture between the Adani Group and the state government, aims to provide better living conditions for nearly 60,000 families.

Residents Demand Clarity on Rehabilitation

Despite the government’s assurances, concerns persist among residents and activists. Many fear that small-scale industries—key to Dharavi’s informal economy—may not survive the redevelopment. Activist and lawyer Sagar Devre questioned the lack of public consultation, stating, “People deserve to know where they will be relocated. The government must address objections and suggestions before moving forward.”

The Chief Minister’s Office has directed agencies to ensure transparency, urging them to involve locals in the planning process. However, with 1,200 acres of land allocated to the developer, uncertainty remains over who will qualify as eligible beneficiaries and how unauthorized occupants will be treated.

As the project moves ahead, balancing modernization with the preservation of Dharavi’s socio-economic fabric will be crucial.
