Maharashtra Cabinet Approves Aggregator Policy to Boost Safety in App-Based Ride Services

In a landmark decision aimed at enhancing commuter safety, the Maharashtra state cabinet has approved the implementation of an aggregator policy for app-based ride services. The approval came during a cabinet meeting chaired by Deputy Chief Minister Devendra Fadnavis.
The policy stems from directives issued by the Supreme Court, following which a committee led by Sudhirkumar Srivastava was formed to draft a regulatory framework. Drawing on this committee’s report and the relevant provisions of the Motor Vehicles Act, the new policy will apply uniformly across Maharashtra.
A key highlight of the policy is the emphasis on passenger safety, especially for women. Female passengers opting for ride-pooling will have the option to choose rides with only female drivers and co-passengers, offering an added layer of security.
Under the new guidelines, vehicle owners aiming to provide app-based services must meet multiple safety and compliance requirements:
- Strict adherence to the Information Technology Act, 2000.
- Secure and compliant apps or websites with real-time GPS tracking, emergency contact features, and verified driver profiles.
- Mandatory training for drivers through accredited institutions.
- Insurance coverage for both drivers and passengers.
- A structured grievance redressal system for both passengers and drivers.
The government has stated that a detailed rulebook outlining the full scope of implementation will be published shortly. This new framework is expected to bring more accountability and standardization to the app-based transport ecosystem in the state.
