Maharashtra Becomes India’s First State to Partner with Elon Musk’s Starlink for Satellite Internet
Mumbai, November 5, 2025: Maharashtra has created history by becoming India’s first state to partner with Starlink Satellite Communications Private Limited, the satellite internet company owned by Elon Musk. The announcement was made by Chief Minister Devendra Fadnavis on X, following the signing of a Letter of Intent (LOI) between the Government of Maharashtra and Starlink.
The agreement was formalized during a meeting in Mumbai with Lauren Dreyer, Vice President of Starlink. Under this collaboration, Starlink will deploy satellite-based internet services across remote and underserved regions of Maharashtra, including aspirational districts such as Gadchiroli, Nandurbar, Dharashiv, and Washim.
Boost to Digital Maharashtra Mission
The partnership aligns with the state’s flagship Digital Maharashtra mission, aiming to enhance connectivity for government institutions, rural communities, and critical public infrastructure. With Starlink’s vast network of communication satellites, Maharashtra is set to strengthen internet accessibility where traditional connectivity remains a challenge.
Supporting Key State Initiatives
According to CM Fadnavis, this collaboration will also support Maharashtra’s EV policy, coastal development, and disaster resilience programs, helping integrate technology into essential services and development projects.

With this landmark decision, Maharashtra positions itself as a leader in satellite-enabled digital infrastructure, setting a benchmark for Prime Minister Narendra Modi’s Digital India mission at the grassroots level.
