Low Response to Mandatory HSRP Number Plates in Pune; RTO Warns of Penalties

Pune, 23rd May 2025: The Pune Regional Transport Office (RTO) has expressed concern over the sluggish response to the mandatory installation of High-Security Registration Plates (HSRP) for older vehicles, despite the 30th June 2025 deadline.

Poor Compliance Despite Deadline Extension

As per official data, only 4.6 lakh out of 25 lakh eligible vehicles in Pune have registered online for HSRP installation, with just 2.08 lakh vehicles having the plates fitted so far. Another 3.55 lakh owners have booked appointments, but the majority—nearly 22 lakh vehicles—remain non-compliant.

Why HSRP Plates Are Mandatory

The government mandated HSRP for vehicles registered before 1st April 2019 to:

  • Enhance security by making stolen vehicles easier to track.
  • Prevent counterfeit plates used in crimes and accidents.
  • Maintain digital records for better traffic monitoring.

RTO’s Warning: Penalties for Non-Compliance

The Pune RTO has warned that vehicle owners failing to meet the June 30 deadline will face strict penalties, including:

  • Fines under transport department rules.
  • Possible suspension of vehicle registration.

How to Get HSRP Plates Installed

Owners can follow these steps:

  1. Register online on the official HSRP portal.
  2. Enter vehicle details (registration number, chassis number).
  3. Select an authorized center from over 150 in Pune.
  4. Schedule an appointment for installation.

Challenges in Implementation

Despite efforts, delays in plate supply from vendors and low public awareness have contributed to poor adoption. Authorities are considering stricter enforcement and awareness campaigns to boost compliance.

With less than six weeks left, the RTO urges vehicle owners to complete HSRP installation immediately to avoid penalties.
