Fitting Cycle Carriers on Vehicles is Legal in Maharashtra; Transport Commissioner Clarifies

Mumbai, June 11, 2025 – In a significant move to promote cycling and ease transportation regulations, Maharashtra Transport Commissioner Vivek Bhimanwar has issued a circular directing authorities not to penalize vehicles equipped with rear-mounted cycle carriers, provided they do not obstruct other vehicles.
Key Directive: No Penalty for Cycle Carriers
The circular (No. 34/2025) clarifies that there is no legal prohibition under the Motor Vehicles Act against attaching cycle carriers to vehicles. However, complaints have surfaced about transport and police departments taking unnecessary action against such vehicles.
Bhimanwar emphasized that cycle carriers are a globally accepted practice, enabling people to transport bicycles conveniently while promoting eco-friendly commuting and fitness. The directive states:
“If a cycle carrier is mounted in such a way that it does not cause any obstruction or inconvenience to other vehicles, no punitive action should be taken against the vehicle owner.”
