There may be relief in sight from the chocking Pune traffic as foundation stones were laid for three major elevated highways yesterday, July 17, 2026. The mega-infrastructure push, aimed at seamlessly linking the city’s expanding industrial outskirts, is projected to slash commuting times by up to 50 minutes, significantly lower vehicular pollution, and position Pune as India’s premier ‘Growth Engine’ by 2030.

The groundbreaking ceremony (Bhoomi Pujan) was jointly led by Union Minister for Road Transport and Highways Nitin Gadkari and Maharashtra Chief Minister Devendra Fadnavis at the Ganesh Kala Krida Manch. The event saw the attendance of prominent leaders, including Deputy Chief Minister Sunetra Ajit Pawar, Higher and Technical Education Minister Chandrakant Patil, and Public Works Minister Shivendrasinhraje Bhosale.

These state-of-the-art highway projects, Pune–Shirur, Talegaon–Chakan–Shikrapur, and Hadapsar–Yavat, are being executed via the Maharashtra State Road Development Corporation (MSRDC) under an innovative Build-Operate-Transfer (BOT) model.

Integrated Metro Channels & Cost-Efficiency

A standout feature of this infrastructure plan is the future-proof engineering designed into the structures. Chief Minister Devendra Fadnavis revealed that the Pune-Shirur and Hadapsar-Yavat routes will utilize a double-decker model.

The pillars are designed to support a road flyover on the first tier and a functional Metro rail network on top. The engineering blueprint for the metro lines has already been integrated into the current highway plans. This proactive design eliminates the need for future structural modifications, ensuring a massive 40 percent savings in future metro construction costs.

Furthermore, Union Minister Nitin Gadkari highlighted that the projects will deploy cutting-edge global construction methodologies, including ‘Ultra High Performance Fiber Reinforced Concrete’ technology sourced from Malaysia. This high-grade material allows engineers to widen the span between two structural pillars from the standard 30 meters to an expansive 120 meters, allowing road, bridge, and metro frameworks to comfortably stand on a single pillar line.

Immediate Funding Realization and Fast-Track Execution

Unlike traditional projects bogged down by delayed capital allocation, this BOT rollout secures instant upfront liquidity for the state government. The state will receive advance structural funds of ₹500 crore from the Pune-Shirur project, ₹300 crore from the Talegaon-Chakan-Shikrapur corridor, and ₹150 crore from the Hadapsar-Yavat line.

Government officials confirmed that these funds will be rechanneled immediately into accelerating pending land acquisitions. To speed up execution, the state has fully waived its share of GST on essential construction materials like steel and cement, alongside dropping ownership taxes on sand and gravel.

Broader Connectivity: Ring Roads and Purandar Airport

The elevated corridors form part of a wider connectivity matrix designed for the Pune Metropolitan Region. Chief Minister Fadnavis announced that more than 50 percent of the land acquisition for the new Purandar International Airport has been wrapped up. Feasibility studies are underway for a double tunnel through Diveghat to run an direct highway and metro line straight to the airport terminal.

Additionally, the state expects the 173-kilometer outer ring road and the 86-kilometer inner ring road to be wrapped up within the next two years, which is forecasted to pull 30 percent of heavy transit traffic completely away from the city center.

Complementing this, Gadkari noted that the upcoming Surat-Nashik-Ahilyanagar-Solapur highway will systematically divert 40 to 45 percent of north-to-south bound long-haul freight traffic away from the municipal limits of both Pune and Mumbai, providing a permanent relief to urban commuter lines.
