₹1,000 Fine Per Flex: PMC Launches Citywide Crackdown on Illegal Banners in Pune

The Pune Municipal Corporation (PMC) has launched a major crackdown on illegal flex banners across the city. Municipal Commissioner Naval Kishore Ram has ordered strict action against those putting up unauthorised banners, warning that offenders will face a fine of ₹1,000 per flex and a police complaint under the Maharashtra Prevention of Defacement of Property Act, 1995.

Strict Penalties for Illegal Banners

Under the new rules, every flex banner in Pune must now display the name of the printing press. This move will help officials trace and penalise unauthorised printers responsible for illegal flexes. The civic administration has also directed assistant commissioners to ensure at least five cases are registered daily from each regional office.

Accountability and Enforcement

Commissioner Ram has made it clear that ward officers will be held accountable if illegal banners are found in their jurisdictions. Senior officials have been instructed to inspect different areas and take immediate action. Additional Commissioner Prithviraj B. P. added that permanent iron frames used for flexes will also be removed to discourage repeated violations.

Citizens Lead by Example

Before PMC’s crackdown, residents of Viman Nagar had already set an example. On September 27, despite early morning rain, they removed nearly 50 illegal banners from their neighbourhood. The residents said they had repeatedly requested the civic body to act, but the response was delayed.

During their cleanup, they found several layers of old and new flexes pasted on temples, schools, gardens, and even traffic signs. Residents welcomed PMC’s drive but pointed out that implementation often weakens after a few days.

Call for Consistent Implementation

Locals have urged PMC to ensure sustained enforcement and hold officials accountable. They noted that while the Bombay High Court has directed strict action against negligence, such measures are not always followed. Many citizens expressed their willingness to cooperate with PMC in keeping the city clean, provided the corporation maintains its commitment.
