App-Based Transport Services in Maharashtra Must Follow Legal Norms or Face Penalties: Transport Minister
Mumbai, July 12, 2025: Transport Minister Pratap Sarnaik has issued a stern warning to app-based transport operators, including buses, taxis, and bike taxis, stating that any violation of legal norms will result in strict penalties. The directive came during a high-level meeting held at the Vidhan Bhavan, attended by Transport Commissioner Vivek Bhimanwar and other senior transport department officials.
Strict Compliance Mandatory for App-Based Transport Services
Minister Sarnaik emphasized that while the Maharashtra government supports innovation in the transport sector, all private operators must adhere to state and central regulations.
“Whether it is app-based buses, cars, or bike taxis, all must conduct business within the legal framework. Those found violating government norms will face strict legal action,” Sarnaik stated.
The minister highlighted that the primary objective of these regulations is to ensure passenger safety and fair business practices. He reiterated that the government will not tolerate any negligence or non-compliance with transport laws.
Government’s Focus on Passenger Safety and Legal Compliance
The meeting also discussed the need for stricter enforcement of transport laws, particularly for app-based services that have seen rapid growth in recent years. Sarnaik warned that operators failing to comply with licensing, fare, and safety regulations would face cancellation of permits, heavy fines, or even legal prosecution.
Transport Commissioner Vivek Bhimanwar assured that the department would intensify inspections to ensure compliance. “We will conduct regular checks and take immediate action against illegal operations,” he said.
Key Takeaways from the Meeting:
- App-based buses, taxis, and bike taxis must follow legal guidelines.
- Violators will face strict penalties, including fines and permit cancellations.
- Passenger safety remains the government’s top priority.

This move comes amid rising concerns over unregulated transport services and passenger safety issues. The Maharashtra government aims to streamline the sector while ensuring a secure and lawful environment for commuters.
